Fracking & Mineral Rights: What You Need to Know

    Illinois Governor Quinn signed into law June, 2013 sweeping legislation to regulate horizontal hydraulic fracturing, better known as "fracking" for oil and gas. 

    Our session will cover: How the new Illinois Hydraulic Fracturing Regulatory Act impacts oil and gas leasing in Illinois and what to look for in oil and gas leases and protecting farmland where there are drilling operations.

    The Act includes numerous precedent-setting provisions designed to protect water quality, assure transparency and promote public involvement.  A boom in oil/gas drilling leases is already heating up in  Southern Illinois.  Farmers and landowners must be prepared to negotiate mineral rights leases on their land and learn what to expect from the influx of large numbers of drilling companies and associated crews expected in the next year.

    Laura A. Harmon is Senior Counsel with Illinois Agricultural Association and Affiliated Companies a/k/a the Illinois Farm Bureau®.  Ms. Harmon earned her undergraduate degree fromIllinoisWesleyanUniversity(Business and History, 1989) and her J.D. from theUniversityofIowa(with distinction, 1992).  Her practice areas are: Agricultural, Environmental and Energy law.  Ms. Harmon intervened on behalf of the Illinois Farm Bureau in the  Illinois Rivers Project and Rock Island Clean Line petitions currently pending before the Illinois Commerce Commission.  Ms. Harmon  is a frequent lecturer on oil and gas lease negotiations, hydraulic fracturing,  utility petitions before the ICC, transmission and pipeline easement negotiations.

    William Weege is a Senior Vice President and Manager of the Oil, Gas & Minerals Management team in the Bent Tree office of Northern Trust in Texas.

    He began his Northern Trust career in 1992 as a Second Vice President in Minerals Management. He was promoted to Vice President in 1994.

    Prior to joining Northern Trust, William was a self-employed Engineering Consultant. He had also worked with major and independent oil and gas exploration and production companies including Chevron, Santa Fe International, Arco, Hunt Oil Co and Rosewood Resources. His various assignments included manager and engineer duties in both domestic and international assignments.

    William earned a Master of Science in Management and Administrative Sciences from the University of Texas at Dallas. He received a Bachelor of Science degree in Petroleum Engineering from Colorado School of Mines in Golden, CO. He is a Registered Professional Engineer in Colorado and California.

    He is a member of the Society of Petroleum Engineers and the Society of Petroleum Evaluation Engineers.
